Is it to late to file a med. malpractice?

ok...im going to let you know in advance im typing on a phone so my words are not spelled correct and my sentences are all over...so i dont wanna c any bull sh!t comments if your not going to answer y are you even reading..so seroius answers only thank you......>>>>>When i was being deliverd the i got stuck in my mother..instead of coming out head,neak then shoulders ect..i came out head,neak one shoulder then right arm...the doc couldnt get me out so he ended up having to pull on my right arm..the doc ended up messing up my nerves in my arm and some other things..my mom beeing so into christ at the time brushed it off and said it was ok and didnt want to sue(of course its not her arm thats f`ed up)..ok thats was nice of her and all but now that im 22 its having an effect on my life and finding a job...so because of that i cant strighin my arm out,life my own body weight,do push up,chin up witch was bad when i wanted to become a police officer because i cant hold a gun in my right hand and i cant do a push up and if someone was to attace me from the left i would be a messed up police officer..so i changed my major so something small working in nursing homes well i didnt know u had to be able to life people for that and its just not possible...so i ended up having kids and needed a lil job to support my family most of the jobs i applied for you have to be able to life 50-60lbs and ive tried couldnt even do that..so i then found a job working behind a compter well i got hired and working their i relized i cant even type with that arm and it started messing with the pisiton i had to have my hands in and my wrist hurt sooooo bad..long story short is it to late???..i feel at the end of the day i was young and couldnt make that decition but now that im older and c that its intefering with my life i want to do something about it...
